    The Historic Preservation Board shall maintain an inventory of historically or archaeologically significant resources, districts, sites or zones within the City; recommend to the City Council properties for designation as historic resources, historic districts, archaeological sites and zones and monitor the administration and upkeep of the local register of historic resources and historic districts; serve as a quasi-judicial instrument to approve or deny special certificates of appropriateness; recommend to the appropriate bodies that certain provision of the City’s Codes be amended, varied, waived or superseded when appropriate as a means of encouraging historic preservation; develop, establish and regulate historic guidelines; make recommendations to the City Council about façade easements and the utilization of grants and donations; with the express approval of City Council, seek and solicit for grants and gifts; create and approve standardized historic markers and plaques; and comply with the requirements of the State of Florida’s Division of Historical Resources Certified Local Government program.
